The Philippines is beautiful and millions of people are visiting these paradise islands every year. But there is a dark side of the paradise. Bicutan! Or more precisely, the Bicutan Immigration Detention Center for foreigners. Unknown to the public, even in the Philippines, hundreds of foreigners get arrested and placed here indefinitely by the Bureau of Immigration every year. Of course some of them are on bail and facing genuine minor criminal charges, but most of them are just innocent victims or people who had the misfortune to run out of money. They become victims of the systematic corruption here and are held as hostages to extort money from them. Many are here for years without help from foreign enbassies or human right organisations.
